For immediate release

July 7, 2025

VICTORIA – The College of Applied Biologists has issued its first registration to an Applied Biologist-Limited Licensee (AB-LL): Katherine Healey, M.Sc, AB-LL, P.Geo.

The limited licensee program is a pathway to registration for practitioners with significant competence and experience that do not meet all requirements for registration as a Registered Professional Biologist (RPBio) or Registered Biology Technologist (RBTech). The registration process requires a prospective registrant to demonstrate competency in a specific practice area the application is assessed by the Credentials Committee and once approved, is fully licensed to practice in that specific practice area.

“A licensee program provides flexible pathways to registration for qualified and experienced individuals. We’re confident it will continue to deliver excellent benefits for both the public and registrants,” explained Heidi Yang, P.Eng., CEO, Engineers and Geoscientists BC.

“Congratulations to the College on reaching this milestone, and to Katherine Healey for being the inaugural licensee.”

The College agrees that the limited license program is a key tool in protecting the public interest. It allows qualified, competent practitioners to continue practicing under the Applied Biologists Regulation and be held accountable by the College.

“A licensee program provides flexible pathways to registration for qualified and experienced individuals. We’re confident it will continue to deliver excellent benefits for both the public and registrants,” explained Heidi Yang, P.Eng., CEO, Engineers and Geoscientists BC.

Katherine’s area of practice includes environmental flows and ecohydraulics. Her project work focuses primarily on monitoring and assessing the effects of water use on the environment. She works closely with the lead author of the BC instream flow assessment guidelines and other biologists to gain expertise in the field of environmental flows, which has been her area of focus for the last 15 years. She registered as a P.Geo with EGBC in 2018.
