
Introduction
Nominations for the 2025 College Board elections are complete. The College’s Nominations Committee has reviewed all applications, interviewed candidates and checked references, and is pleased to qualify the following candidates for election to the College Board. Please view the 2025 elections page if you’d like more information about the Nominations process.
Balloting begins electronically on April 2, 2025 and closes on May 2, 2025 at 2pm PST. All voting is done through the College registrant portal.
Positions to be elected this election year include:
- Vice Chair*
- Two Board Members (Three-year term)
*The registrant whom is elected to the Vice Chair position on a three-year term shall act as the Vice Chair in the first year of their term, as Chair in their second year, and as Past Chair in their third year.
Through its gap analysis of the Board, the College Nominations Committee has identified the following competencies as being desirable for prospective nominees:

It is not necessary for prospective nominees to possess all these competencies; however, they should possess competencies that are complementary to the Board’s current composition.

Gabrielle Hindley, RPBio

As a dedicated Professional Biologist with experience navigating regulatory frameworks and industry shifts, I bring a well-rounded perspective to the Board. My passion for public interest, coupled with my leadership experience in both environmental consulting and elite sports, equips me with the ability to collaborate, strategize, and drive impactful change. I would be honoured to serve the CAB community as a member of the Board. I’m committed to diversity and inclusion, believing that more voices are crucial to the discussion.
I have been a registered member since 2017, navigating application requirements during the passing of the Professional Governance Act. This has given me an understanding of evolving application processes and the need for transparency. I specialize in vegetation ecology and ecological restoration. I have a passion for what I do, but I also believe in the importance of protecting the public interest and maintaining the public confidence in our profession.

Jesse Laframboise, RPBio

This year I have decided to pursue a nomination as experience gained over the past several years, along with a supportive work and family atmosphere, has allowed me to gain a level of confidence to be successful and contribute in a meaningful way.
Being a Board member interests me for several reasons. I have held registration with CAB for nearly 20 years as a BIT and RPBio and over that time I have learned about professional reliance, ethics and our obligations to the public interest. I have worked on projects from small private land sites to ‘mega’ projects with strict environmental requirements and significant stakeholder interest (public, political and regulatory). Being able to relay these experiences at the board level and help in directing and improving the College’s policies and mandates is of keen interest to me. Because I manage many other professionals in my working role, I also see benefit of working directly within the College to enhance my understanding of our regulatory body and share that with others. I have also reached a stage of my career where mentoring younger professionals is a main objective.

Keenan Rudichuk, RPBio

Keenan Rudichuk, Associated Environmental Consultants Inc., RPBio #2930, Vernon, BC
I am looking to give back to CAB registrants and our profession by serving on the board and sharing my experience, connecting with new and long-standing biologists, and supporting decisions made by the board.
I recognize that changes are coming within our professional area of practice and want to influence how reserved practice rolls out, in particular, how other professionals with reserved practice work with members of the CAB. My area of expertise is centred around large, greenfield, landscape-level impact assessment and their interactions with vegetation, wildlife, and society. I have worked directly with industry, provincial and territorial governments, and Indigenous governments to ensure that decisions made on the landscape have considered the public’s interest and are intended to protect our natural environments.

Vice Chair candidates
The following registrant has been acclaimed as no other registrants were approved for the 2025 ballot in the position of Vice Chair.
Debbi Stanyer, RPBio*

Debbi Stanyer, BC Energy Regulator, RPBio #1105, Victoria, BC
Debbi is deeply committed to the biological profession and passionate about supporting the practice of biology in accordance with the PGA. She advocates for professional development, accountability, and the maintenance of high standards of practice.
With extensive experience in the regulatory and compliance aspects of managing large industrial projects, Debbi brings a wealth of knowledge to her role on the Board. Since joining the Board in 2021, Debbi has played an instrumental role in shaping the College’s direction. Notable contributions include chairing the Areas of Practice Task Force, collaborating on the development of the Indigenous Awareness and Legal Requirements mandatory training programs, and participating in strategic planning. She also provides valuable financial oversight as a member of the Finance Governance Committee. In addition to her work on the Board, Debbi has held numerous leadership roles across various professional, industry, and community organizations.
